The crash occurred just before 11:30 p.m. near Pacific Avenue on the westbound San Bernardino Freeway, the California Highway Patrol said.
A construction project was taking place at the time of the accident forcing a full freeway closure, officials said.
Investigators say the driver of a red Toyota Corolla, Arianna Maldonado, failed to yield and collided with a Jeep and SUV.
Jessica R. Luna, 17, a passenger in the Corolla, was not wearing her seat belt and was thrown forward within the vehicle and sustained fatal injuries, the CHP said.
Luna, of El Monte, was pronounced dead on the scene.
Maldonado, 21, and two other occupants, Desiree Estremara, 21, and 17-year-old Amber Vega, all suffered moderate injuries and were taken to County USC for treatment.
Maldonado was later arrested for investigation of Driving Under the Influence.
The occupants of the other two vehicles were unharmed.
